Just two weeks after Bihar was left amused and embarrassed by the infamous ‘Dog Babu’ residence certificate episode, the state is once again at the centre of a strange controversy - this time involving a feline.
In the latest case, an online application for a residence certificate was submitted in the name of Cat Kumar, listing Catty Boss as the father and Catiya Devi as the mother.
The form, which carried valid contact information including a phone number and email ID, managed to pass the initial submission stage without raising any red flags. Even more astonishingly, the applicant’s photograph was that of an actual cat.
According to the official complaint, the application was filed on July 29, 2025, from mobile number 6205631700. The address mentioned was: Village – Atimiganj, Ward No. 07, Post – Mahadeva, Police Station – Nasriganj, Pin – 821310. The email ID provided was ashutoshkumarsoni54321@gmail.com.
When the matter surfaced, District Magistrate Udita Singh promptly directed her team to take action. On August 10, 2025, a formal complaint was lodged at the Nasriganj police station against unidentified individuals. The complaint stated that the details were deliberately falsified to ridicule official procedures, thereby obstructing government functioning.
“The applicant’s name, along with those of the supposed parents, is clearly fabricated. Using a cat’s photograph and false personal details is a blatant attempt to mock the system. Such misuse of the online platform hampers the efficiency of official work,” the complaint noted.
Police have since taken cognisance of the issue and assigned an officer to investigate how the application slipped through the system and to identify those responsible.
This bizarre incident follows closely on the heels of the ‘Dog Babu’ scandal in Masaurhi, near Patna, where a residence certificate was issued in the name of a dog, complete with the names Kutta Babu and Kuttiya Devi. Shockingly, that document carried a valid digital signature from a revenue officer, exposing alarming loopholes in the verification process.
