Amid its escalating war with Iran, Israel on Monday hit Tehran's Evin Prison, one of the country’s most notorious detention facilities.
The military "is carrying out strikes of unprecedented force against regime targets and agencies of government repression in the heart of Tehran. Among the targets... (is) Evin Prison (which holds political prisoners and dissidents)... and additional regime-related targets," Israel's Defence Minister Israel Katz said in a post on X.
The very mention of Evin raises significant questions - both about why Israel would target it and what the prison symbolises in Iran’s internal and external conflicts.
What is Evin Prison?
Located in the northern foothills of Tehran, Evin Prison is Iran’s most feared detention center, often referred to as the “black hole” of the Islamic Republic’s justice system. It houses political prisoners, journalists, activists, dual nationals, foreign detainees, and prisoners of conscience, many of whom are incarcerated without fair trial.
The facility is run by Iran’s Ministry of Intelligence and the IRGC (Islamic Revolutionary Guard Corps), and has long been associated with torture, solitary confinement, forced confessions, and human rights violations. It was heavily used during the post-1979 revolution crackdowns and continues to be a tool of political repression.
Why would Israel target Evin?
Detention of Israeli-linked or Western nationals: Evin is known to hold foreign nationals, including those accused of spying or collaborating with Israel. The prison is a central node in Iran’s hostage diplomacy, and some detainees may have had intelligence value or been of Israeli interest.
IRGC intelligence hub: Parts of the prison reportedly house IRGC intelligence units and offices, possibly making it a legitimate military target in Israeli eyes, especially if those units were involved in recent operations or retaliation planning.
Message to Tehran’s security establishment: Attacking Evin carried immense psychological and symbolic weight. It signals that no node of Iran’s repression apparatus is off-limits, and that Israel is expanding the scope of its targets beyond nuclear and military infrastructure.
Retaliation for detentions or torture: Israel may be responding to recent crackdowns on protestors or reports of detainees linked to pro-Israel or dissident movements being abused.
