Albania’s Prime Minister Edi Rama made an unusual announcement, the country’s first AI-generated government minister, Diella, is “pregnant” and is expected to “give birth” to 83 AI “children.”
He added that these “children” will serve as digital assistants, with one assigned to each Socialist Party member of parliament.
While speaking at the Berlin Global Dialogue (BGD) in Germany, Rama said, “We took quite a risk today with Diella here and we did very well. So for the first time, Diella is pregnant and with 83 children.”
He explained that these “children,” or AI aides, will document parliamentary sessions and update MPs on proceedings they miss.
“Each one…will serve as an assistant for those who will participate in parliamentary sessions, and will keep a record of everything that happens, and will suggest members of parliament. These children will know their mother," Rama said.
Expanding on their purpose, he added, “For example, if you go for coffee and forget to come back to work, this child will say what was said when you were not in the hall, and will say who you should counter-attack. If you invite me next time, you will have 83 more screens for the children of Diella.”
Rama said the system is expected to be fully operational by the end of 2026.
Diella, which means “Sun,” was appointed in September as Albania’s first artificial intelligence-powered minister to oversee transparency and eliminate corruption in public procurement.
She was initially introduced in January as a virtual assistant on the e-Albania portal, helping citizens and businesses access government documents. The AI minister is portrayed as a woman in traditional Albanian attire.
Rama described Diella as “the first member of the cabinet who does not physically exist but is created virtually through AI,” adding that her role is to ensure all tender processes are transparent and incorruptible.
The AI system, he said, will remove human interference in decision-making and could eventually hire global talent to improve efficiency in governance.
The initiative represents Albania’s broader push to integrate artificial intelligence into government functions, aiming to make public procurement “100 percent transparent” and free from corruption.
