Parliament Winter Session Highlights: The proceedings of Lok Sabha and Rajya Sabha resumed on seventh day of Winter Session of Parliament with Opposition protesting against the suspension of 12 MPs on December 7. The Upper House was adjourned till 2 pm as soon as the House began functioning. In Lok Sabha, Congress MP Rahul Gandhi moved an adjournment motion demanding compensation to the farmers who died during farmers' agitation. TRS has said it will boycott the remaining session of Parliament session from today. The members of the party will stage a brief sit-in protest at Gandhi Statue at Parliament premises and formally announce their decision against paddy procurement, suspension of 12 MPs and other issues related to Telangana, according to the sources. Other Opposition parties are also expected to protest in Rajya Sabha over the suspension of 12 members. On December 6, several Opposition parties including Congress, DMK, SP, BSP, NCP walked out after Home Minister Amit Shah delivered a statement on the Nagaland incident in Lok Sabha.

Next time, ensure that the coconut cracks and not the road, remarked a member from Uttar Pradesh in the Lok Sabha on Tuesday while flagging concerns about the quality of roads. Bahujan Samaj Party (BSP) member Shyam Singh Yadav made the remarks during the Question Hour while referring to a recent incident where a portion of a newly constructed road got damaged when an elected representative smashed a coconut on the road during its inauguration in Bijnor district.Smashing a coconut is considered auspicious before starting or inaugurating new projects. Yadav who represents Jaunpur constituency mentioned about the incident while asking a supplementary question related to construction of roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY). "The quality of road being constructed in Uttar Pradesh under the PMGSY is very poor. You must have seen, a coconut was smashed on a road in Bijnor. The coconut did not crack but the road cracked...," the member said. Taking a swipe, he said that in the first stage, the coconut as well as road should crack and in the next stage "the coconut should crack and not the road".

Prime Minister Narendra Modi pulled up Bharatiya Janata Party (BJP) MPs, who were either absent or irregularly attending Parliament in the ongoing Winter session on December 7. At a meeting of the BJP’s parliamentary party, Modi warned those MPs, saying that if they don’t transform themselves, there could be changes with time, reported NDTV. The poor attendance of the BJP MPs has been flagged by Modi many times in the past as well.
Modi asked the MPs to “please be regular in attending Parliament and meetings”, the report said. “It is not good for me to continuously stress about this (and treat you) like children. If you don’t change yourself, there will be changes in due course,” Modi said. Several senior ministers of the party, including Home Minister Amit Shah, Commerce Minister Piyush Goyal, External Affairs Minister S Jaishankar, party president JP Nadda and Parliamentary Affairs Minister Pralhad Joshi were present in the meeting, according to the report.
The warning comes as the BJP-led government faces opposition’s fury in the Parliament. The ruling party is being cornered about various issues, including the botched army operation in Nagaland where 14 civilians were killed in Mon district. Suspension of 12 opposition MPs from the Rajya Sabha is another issue. A total of 12 opposition MPs were suspended from the Upper House on November 29 for the entire Winter session for their “unruly” conduct in the previous session in August.

Holding the government responsible for the deadlock in the Rajya Sabha, opposition members on Tuesday said they will continue with their joint protests against the suspension of 12 MPs till the time it is revoked. Addressing reporters outside Parliament, Leader of Opposition in the Rajya Sabha Mallikarjun Kharge alleged that the suspension is against rules and undemocratic.
He said they will continue to protest in support of the suspended members and sit on a dharna with them and also urge Lok Sabha members to sit in support with them. "The government is fully responsible for the deadlock in Rajya Sabha. We have been meeting the chairman and the government and have stressed that they cannot suspend members like this. They have wrongly and undemocratically suspended 12 MPs for what has happened during the previous Monsoon session," he said.

Congress leader Rahul Gandhi on Tuesday demanded in the Lok Sabha that the next of kin of farmers who lost their lives during the agitation against farm laws be given compensation as promised by Prime Minister Narendra Modi. Making a Zero Hour mention, Gandhi also slammed the Modi government for its inability to maintain data on the death of farmers during the year-long agitation and tabled in the House a list of farmers from Punjab and Haryana who died during the stir.
He claimed 700 farmers died during the agitation. Gandhi said the Agriculture Minister, in response to a question on November 30, had told the Lok Sabha that it did not have any data on the death of farmers during the agitation. He said the Punjab government has given Rs five lakh compensation to 400 next of kin of farmers who lost their lives, while 152 have been given government jobs. Gandhi said he also had a list of 70 farmers from Haryana who had lost their lives during the farmers' agitation against the three farm laws. Congress members demanded a statement from the government on the issue and staged a walkout along with NCP and DMK members raising slogans against the government.

A Lok Sabha Member of Parliament (MP) on December 7 raised his concern about ‘poor’ quality of rural roads constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) in Uttar Pradesh by referring to a recent incident in which a portion of brand new road cracked open instead of the coconut used for inaugurating it.
Speaking during the Question Hour in Lok Sabha in the ongoing Winter Session of Parliament, Shyam Singh Yadav, the Bahujan Samaj Party (BSP) leader, suggested that the government should ensure that next time the coconut should break and the road remains during any inauguration. “Roads being constructed in UP under PMGSY are of poor quality. We saw recently how coconut couldn’t break but the road broke during an inauguration. Similarly, in my region (Jaunpur ) roads are not of good quality,” Yadav, the MP from Jaunpur in UP said.
Yadav was referring to an incident on December 3 in which a BJP MLA Suchi Chaudhary in Uttar Pradesh's Bijnor called to inaugurate a seven-kilometre road rebuilt at a cost of Rs 1.16 crore found herself in a spot when a coconut-cracking ritual ended up damaging the road instead of the coconut that remained intact. The furious legislator from Bijnor Sadar seat protested at the spot for three hours for a team of officers to arrive and take samples of the road to investigate. The district magistrate ordered an inquiry into the construction of the stretch.

The Opposition parties on December 7 continued their protest in Rajya Sabha over the suspension of 12 Rajya Sabha MPs from the Winter Session. Rajya Sabha chairman M Venkaiah Naidu adjourned the House soon after the Opposition members began protesting in the Upper House. The Telangana Rashtra Samithi (TRS), the ruling party in Telangana, is likely to announce its boycott of the entire Winter Session.
The Opposition parties in the Rajya Sabha have been unrelenting in their demand to reverse the decision to suspend 12 Members of Parliament. The members were suspended from the Rajya Sabha for the rest of the Winter Session for their 'unruly behavior' during the Monsoon Session of Parliament held earlier this year. On December 6, the Protests by the opposition MPs led to five adjournments, with the Rajya Sabha clocking not more than 45 minutes of proceedings.
In Lok Sabha as well, the Opposition leaders continued their protest but not as relentlessly as they continued in the Upper House. The Question Hour in Lok Sabha continued on December 7 amid sloganeering by the Opposition members. The TRS has, however, planned to boycott the remaining Winter Session of Parliament, as per sources. A final decision will be taken on the basis of the proceedings in both Houses today. TRS leaders, who may hold a protest at the Gandhi statue in the Parliament complex, have been protesting the central procurement of paddy since the beginning of the session.
