The Delhi government is preparing a restructuring of its revenue administration that would add two new revenue districts, taking the total from 11 to 13, and increase subdivisions (SDM offices) from 33 to 39, ABP News reported citing official sources.
The proposal is framed as an administrative change aimed at reducing the need for residents to visit multiple offices for routine revenue-linked work. Officials cited by ABP News said the revised setup is expected to shift services closer to people’s homes and speed up file movement.
Cabinet clears plan in principle; LG consent next
ABP News said the Delhi Cabinet has given in-principle approval to the restructuring. The file will now be sent to the Lieutenant Governor for consent. After approval, the new district structure will be rolled out across the city.
Alongside the boundary changes, the government plans a mini-secretariat in each district. ABP News reported that these hubs will offer most departmental services under one roof, except law-and-order functions.
How the map is being redrawn
The new district boundaries are being planned on the basis of Delhi’s 11 municipal zones. The draft plan includes the following changes, as listed by ABP News:
- Sadar zone to be renamed Old Delhi district.
- East and North-East districts to be scrapped, replaced by Shahdara North and Shahdara South.
- North district to be split into Civil Lines and Old Delhi.
- A large part of South-West district to form a new Najafgarh district.

ABP News carried the proposed list of districts and the subdivisions that will fall under them:
- Old Delhi: Sadar Bazar, Chandni Chowk
- Central Delhi: Defence Colony, Kalkaji
- New Delhi: New Delhi, Delhi Cantonment
- Civil Lines: Alipur, Adarsh Nagar, Bawana
- Karol Bagh: Moti Nagar, Karol Bagh
- Keshav Puram: Shalimar Bagh, Shakurbasti, Model Town
- Narela: Narela, Mundka, Bawana
- Najafgarh: Dwarka, Bijwasan–Vasant Vihar, Kapashera, Najafgarh
- Rohini: Rohini, Mangolpuri, Kirari
- Shahdara South: Gandhi Nagar, Vishwas Nagar, Kondli
- Shahdara North: Karawal Nagar, Seemapuri, Seelampur, Shahdara
- South District: Mehrauli, Malviya Nagar, Devli, RK Puram
- West District: Vikaspuri, Janakpuri, Madipur
ABP News reported that officials expect the expanded district and SDM network to alter how residents access state services. The expected outcomes listed in the report include:
- Services closer to residential areas through more districts and SDM offices
- Faster processing of files with smaller administrative jurisdictions
- Lower crowding at existing offices
- Improved transparency and accountability in routine service delivery
The proposal is still awaiting LG approval. After that step, the government will notify and operationalise the new district structure, ABP News said.
