Coronavirus News LIVE Updates | Russia, Kerala government discuss Sputnik V manufacturing facility: Report
Russian authorities are in talks with the Kerala government for land to set up a facility to manufacture the Sputnik V COVID-19 vaccine. "Talks are on between the Russian government and Kerala regarding the setting up of a manufacturing unit of Sputnik V in our state," Kerala Industries Minister P Rajeev told the Business Standard.
The state government may consider areas around Thonnakkal, in Thiruvananthapuram district, for the facility, the report said. "Kerala State Industrial Development Corporation (KSIDC) is spearheading the talks. The initial plan is to submit a letter of intent, and KSIDC is preparing a draft," Rajeev said. The Russian Direct Investment Fund (RDIF), which markets the COVID-19 vaccine, had not commented on the matter when contacted by the newspaper.
Outside Russia, Sputnik V is currently manufactured at plants in South Korea, Brazil, China, Saudi Arabia and Turkey. In India, the RDIF has formed manufacturing partnerships with domestic firms such as Serum Institute of India (SII), Gland Pharma, Hetero Biopharma, Panacea Biotec, Stelis Biopharma, Virchow Biotech and Morepen. The Indian government recently told Parliament that 188 crore doses are required to inoculate the entire adult population, which is projected at 94 crore. Coronavirus News LIVE Updates | MP High Court asks Centre to supply enough COVID-19 vaccine doses to inoculate state's entire adult population by September end
The Madhya Pradesh High Court has asked the Centre to supply enough COVID-19 vaccines to the state to ensure that the entire adult population in the region gets at least one dose by September-end. The division bench of Chief Justice Mohammed Rafiq and Justice Satyendra Kumar Singh made the observation on Monday while hearing in a suo motu case about the state government's preparedness in tackling the COVID-19 pandemic, senior advocate Naman Nagrath told PTI on Thursday.
“This court in this connection requires the Central government to ensure supply of vaccines in sufficient quantity to Madhya Pradesh, keeping in view the required demand of 1.5 crore vaccines per month regularly, so that the target of vaccination of first dose to all people in the 18 plus population in the state is achieved by the end of September,” the bench said.
The second dose can also be administered as per the priorities fixed with reference to people already vaccinated with the first dose, it stated. The court's observation came after the National Health Mission's Madhya Pradesh managing director Chhavi Bhardwaj submitted that the Centre had supplied approximately 37 lakh vaccine doses in May, 54 lakh doses in June and by July 19, the state had received approximately 60 lakh doses, which is likely to increase to 70 lakh by the end of the month.
Bhardwaj further stated that they are expecting the supply to increase to one crore by the end of August, as both vaccine makers – Serum Institute of India and Bharat Biotech Pvt Ltd – were progressively increasing their manufacturing capacity. The state will require 40 lakh vaccine doses per week on an average and 1.50 crore doses per month to achieve the target of 100 per cent vaccination of the entire adult population of the state by the end of September, she said. Senior counsel Nagrath said the case has been listed for next hearing on August 10.

Coronavirus News LIVE Updates | Tokyo Olympics: Amid COVID gloom, could it be 'India Shining' in Tokyo? All indications say yes
There is palpable tension, a sense of dread actually, but the COVID-hit Olympic Games starting Friday or the ''Games of Hope'' as the IOC desperately wants the world to believe, could prove to be a watershed for the biggest ever Indian contingent with shooters, boxers and wrestlers expected to lead an unparalleled medal rush. The Games were postponed by a year because of the COVID-19 pandemic which hasn''t slowed down as much as the world would have wanted despite the advent of multiple vaccines.
The fear of the virus is omnipresent at one of the globe''s most densely populated cities, playing host to thousands of athletes, their support staff and officials while logging over 1,000 daily COVID-19 cases. Only a tiny bunch of them are Games-related but they have been enough to ensure that fear remains a constant in the event. Spectators were barred weeks back, taking away the very idea of festivities that fuel the Olympic spirit.
The International Olympic Committee is trying its best to focus on hope though and wants everyone else to do the same -- just try and look at the brighter side. "It is a recipe...for overcoming a crisis and addressing a crisis, and after the Games, that message of hope will translate into a message of confidence," said IOC President Thomas Bach on Wednesday night.
Coronavirus News LIVE Updates | COVID fears: Most Indian athletes opt out of Olympic opening ceremony; about 30 to participate
Indian athletes from seven sports, including shooting, badminton, archery and hockey, will skip the Olympics opening ceremony on Friday because of COVID-19 concerns and competitions lined up the next day, leaving just about 30 in attendance at the event. From hockey, only flag-bearer, men''s team captain Manpreet Singh, will participate in the ceremony.
"Archery, Judo, Badminton, Weightlifting, Tennis, Hockey (men and women), Shooting, the above are not participating due to matches on 24th, practice sessions on 24th and staying safe," Indian Olympic Association President Narinder Batra said. "The march past will be in Japanese alphabetical order and India''s number is 21st," he added.
IOA secretary general Rajeev Mehta had earlier stated that no more than 50 will attend the ceremony. Only six officials from each country are being allowed take part in the march-past. "We won''t like to create a situation where our athletes are in danger of getting infected. So a decision has been taken to limit the number of athletes and officials participating in the opening ceremony within 50," Mehta told PTI.
Coronavirus News LIVE Updates | Those who have taken two doses of vaccine should be allowed to go out: Ajit Pawar
Maharashtra deputy Chief Minister Ajit Pawar said on Wednesday that he was of the view that those who have received both the jabs of coronavirus vaccines should be allowed to "go out". He was going to discuss this issue with Chief Minister Uddhav Thackeray, he told reporters here. "In my opinion those who have received two shots of COVID-19 vaccines should be allowed to go out, in a phased manner. I will speak with the CM on this subject in the next two days," he said.
Pawar, however, did not elaborate on what exactly he meant by `going out'. While restrictions induced by the pandemic vary across the state, there is no curfew. In Pune and some other districts people are not allowed to visit tourist spots. The deputy chief minister conceded that not everyone may agree with him. "Different institutes put forth their views, people from the medical fraternity have different views. Some people say the next 100 to 120 days are very crucial and everyone should follow the rules in true letter and spirit during this period," he said.
Asked about the tardy pace of vaccination in Pune district, Pawar said the pace had not slowed down but it depends on the availability of the vaccines and it is the Union government which supplies them. "The CM in every video conference with the prime minister raises the demand for supply of vaccine doses in proportion with the state's population," he said.
Earlier it was told (by the Centre) that the production of vaccines would be ramped up and the states will receive the doses in sufficient quantity in July, but this has not happened so far, Pawar claimed. People are now coming forward to take the vaccine and there is no `vaccine hesitancy' which was a good development, he said.
Speaking about the Pegasus spyware row, Pawar said measures such as phone tapping could be used against a person who is a threat to national security, but under the protection of laws enabling them, innocent people are being targeted. People must know what exactly happened and in whose tenure, the NCP leader said.
Coronavirus News LIVE Updates | Australian PM Scott Morrison apologises for COVID-19 vaccine delays as cases spike
Australia’s prime minister apologised for a sluggish COVID-19 vaccination programme on Thursday, while the country’s most populous state reported its biggest one-day spike in infections in 16 months and warned cases would likely rise further. Australia was widely lauded for containing the pandemic in 2020, but it has struggled this year to slow the spread of the highly contagious Delta variant even with more than half its 25 million population under a weeks-long lockdown.
The curbs, which Treasurer Josh Frydenberg said was costing the economy about A$300 million ($220 million) daily, and the likelihood that they will stay in place with less than 15% of the adult population fully vaccinated have stoked public anger. ”I’m sorry that we haven’t been able to achieve the marks that we had hoped for at the beginning of this year,” Prime Minister Scott Morrison told reporters in Canberra.
Australia has been administering less than 150,000 vaccines each day, well behind other developed nations. The government says it will meet its target to inoculate its adult population by end-2021 as millions of vaccine doses arrive from Pfizer and Moderna in the coming weeks.
Coronavirus News LIVE Updates | Given robust system of reporting, missing out on COVID-19 deaths unlikely: Govt
Refuting media reports that alleged India''s COVID-19 death toll was "vastly undercounted", the government on Thursday said the reports assume that all excess mortality figures are Covid deaths, which is not based on facts and totally fallacious. Given the robust and statute-based death registration system in India, while some cases could go undetected as per the principles of infectious disease and its management, missing out on the deaths is unlikely, the Union Health Ministry said.
There have been some recent media reports alleging that India''s toll of excess deaths during the pandemic could be in millions, terming the official COVID-19 death toll "vastly undercounted", the ministry said in a statement. In these news reports, quoting findings from some recent studies, the US and European countries'' age-specific infection fatality rates have been used to calculate excess deaths in India based on the sero-positivity.
"The extrapolation of deaths has been done on an audacious assumption that the likelihood of any given infected person dying is the same across countries, dismissing the interplay between various direct and indirect factors such as race, ethnicity, genomic constitution of a population, previous exposure levels to other diseases and the associated immunity developed in that population," the statement said.

Coronavirus News LIVE Updates | 80% people in Goa got one dose of COVID-19 vaccine: CM Pramod Sawant
Eighty percent of people eligible for COVID-19 vaccination in Goa have received their first dose, Chief Minister Pramod Sawant said, and also expressed hope that students of Classes 10 and 12 could have physical classes in schools before August 15. Talking to reporters here on Wednesday, Sawant also said his government will write to the Centre to reduce the gap between two doses of vaccines against COVID-19 for teachers in the state so that they are safe when the government decides to reopen schools.
He said the state is marching towards achieving its goal of administering at least one dose of the vaccine to all people aged 18 and above by July 31. "We have vaccinated 80 percent of the population with the first dose. There are around one lakh people who are yet to take the first dose. I am appealing them to come forward and take it," he said.

"I am expecting that students of Classes 10 and 12 should be able to attend physical classes before August 15," he said. The new academic session in schools of Goa has already started from last month.

Coronavirus News LIVE Updates | How nations are learning to 'let it go' and live with COVID
England has removed nearly all coronavirus restrictions. Germany is allowing vaccinated people to travel without quarantines. Outdoor mask mandates are mostly gone in Italy. Shopping malls remain open in Singapore. Eighteen months after the coronavirus first emerged, governments in Asia, Europe and the Americas are encouraging people to return to their daily rhythms and transition to a new normal in which subways, offices, restaurants and airports are once again full. Increasingly, the mantra is the same: We have to learn to live with the virus.
Yet scientists warn that the pandemic exit strategies may be premature. The emergence of more transmissible variants means that even wealthy nations with abundant vaccines, including the United States, remain vulnerable. Places like Australia, which shut down its border, are learning that they cannot keep the virus out.
So rather than abandon their road maps, officials are beginning to accept that rolling lockdowns and restrictions are a necessary part of recovery. People are being encouraged to shift their pandemic perspective and focus on avoiding severe illness and death instead of infections, which are harder to avoid. And countries with zero-COVID ambitions are rethinking those policies. “You need to tell people: We’re going to get a lot of cases,” said Dale Fisher, a professor of medicine at the National University of Singapore who heads the National Infection Prevention and Control Committee of Singapore’s Health Ministry. “And that’s part of the plan — we have to let it go.”
