DGCA removes window shade rule for IAF airports, rolls out national FTO framework

The Directorate General of Civil Aviation (DGCA), on Saturday, withdrew its advisory mandating the lowering of window shades during aircraft operations at Indian Air Force (IAF) Joint User Airports (JUAs). The aviation regulator, however, clarified that the ban on aerial and ground photography at these locations remains in force.

In a statement, the DGCA noted, “Advisories to air operators on the prohibition of aerial and ground photography and the lowering of window shades were issued as per instructions from the IAF to enhance operational safety at Joint User Airports. However, after receipt of revised instructions, lowering of window shades is no longer required, while the prohibition on aerial/ground photography remains in effect for all operations at IAF JUAs.”

Earlier this month, the DGCA also rolled out a major initiative aimed at enhancing the quality of pilot training in India. On July 9, the aviation watchdog launched a national ranking framework for Flying Training Organisations (FTOs), intending to improve transparency, performance, and standardisation in the country’s aviation training sector.

According to a public notice issued on July 8, the ranking system will be implemented from October 1, 2025. The rankings will be published biannually, on April 1 and October 1, and will serve as a reference point for aspiring pilots and their families in selecting suitable FTOs.

The ranking framework categorises FTOs into four tiers based on performance scores:

• A++ (85% and above)


• A+ (70% to less than 85%)


• A (50% to less than 70%)


• B (below 50%)

FTOs falling in the 'B' category will be formally notified and required to undertake internal reviews and corrective actions.
