Karnataka will establish an AI-powered Skill Intelligence and Strategy Unit (KSISU) under the Karnataka Skill Development Authority (KSDA) as part of its new state Skill Development Policy (2025–2032).
The seven-year policy outlines a Rs 4,432 crore investment plan to skill 3 million youth and position Karnataka as a global hub for a future-ready workforce.
"This seven-year blueprint, backed by Rs 4,432 crore, aims to make Karnataka a global hub for a skilled and future-ready workforce. We will skill 3 million youth by 2032, raise women’s ITI enrolment to 33 percent, and double district-level skilling capacity," CM Siddaramaiah said after unveiling Karnataka Skill Development Policy 2025-32 at Bengaluru Skill Summit.
AI-driven strategy and data framework
At the core of the policy is the Karnataka Skill Intelligence and Strategy Unit (KSISU), which will use artificial intelligence and data analytics to guide workforce planning and training delivery. KSISU will conduct district-level skill gap studies and demand assessments, drawing data from District Skill Committees, Industrial Training Institutes (ITIs), and Government Tool Room and Training Centres (GTTCs).
An AI-enabled forecasting model will map emerging labour market trends, while a Skills Intelligence Framework and dashboard will track training outcomes. The state will also introduce a Karnataka Skill Index (KSI) to measure each district's progress in terms of access, quality, and employment outcomes.
"We are introducing institutional innovation through the Karnataka Skill Intelligence and Strategy Unit (KSISU), District Skill Committees, and a Chief Minister's Fellowship to accelerate on-ground implementation," the Chief Minister said.
AI-powered learning tools
To make learning more adaptive and accessible, the Department of Skill Development, Entrepreneurship and Livelihood (SDEL) will deploy AI Counsellors, AI Tutors, and AI Assessors through a unified digital portal. These tools will provide personalised career guidance, automated assessments, and modular learning pathways for students and job seekers.
A new Skill University will also be set up in Sandur, Ballari district, to strengthen academic-industry linkages and advanced training.
Academia-industry partnerships and curriculum reform
Under the 100 AI (Academic-Industry) Initiative, 100 industries will partner with 100 academic institutions to align training with real-world demands. The initiative will train 10,000 students in AI and emerging technologies.
Courses at ITIs, GTTCs, and Karnataka German Technical Training Institutes (KGTTIs) will be updated regularly to match global standards, with a focus on AI, green energy, and advanced manufacturing. In addition, a State Challenge Fund of Rs 1 crore per year will support district-level skilling innovations.
New infrastructure and funding
To expand access, Multi Skill Development Centres will be established in Kalaburagi, Koppal, and Mysuru in collaboration with Visvesvaraya Technological University (VTU). A Rs 300 crore Skill Park is planned at Sandur in Ballari district.
Funding will come from multiple sources, including Rs 1,386 crore from the Asian Development Bank (ADB), Rs 410 crore through public-private partnerships, and Rs 887 crore from state resources.
Embedding skills in education
Kalike Jothege Kaushalya (Learning with Skills) programme will integrate credit-based skill courses into all undergraduate semesters -covering communication, digital literacy, and technical training in emerging technologies. “This aims to create a seamless education-to-employment pathway and foster lifelong learning”. the policy said.
'Skills gateway to the world'
"Our goal is to make Karnataka the 'Skills Gateway to the World' - focusing on innovation, inclusion, and international employability," said Siddaramaiah. "Every skilled worker - from artisans in Mysuru to AI students in Hubballi - builds the new Karnataka. Our mission is clear - To make Karnataka the Skill Capital of India and a $1-trillion economy by 2032, powered by talent, technology, and tenacity," he added.
