Karnataka plans to decentralise its technology economy by developing Tier-2 cities into the next generation of innovation clusters, chief minister Siddaramaiah said on November 18.
Speaking at the inaugural session of the 28th Bengaluru Tech Summit (BTS), he highlighted Beyond Bengaluru initiative and inclusivity as a defining feature of the state’s development strategy.
“This is not merely an economic strategy but a commitment to equitable growth. Every district in Karnataka must have access to the opportunities of the digital age. Every young person, whether in a metro or a small town, should have the chance to build a career in high-value technology and research,” he said.
‘Karnataka is leading the global tech revolution’
CM Siddaramaiah said Karnataka offers everything that businesses require, from research to markets, and from infrastructure to talent. “Innovation thrives where quality of life thrives. Karnataka is not simply participating in the global tech revolution, but it is leading it,” he said.
Siddaramaiah said that the state has established Centres of Excellence in AI, cybersecurity, data science, animation, and robotics, and is the first in India to launch a dedicated roadmap for quantum technologies. “BTS 2025 theme - Futurise: To shape the unknown, scale the unimaginable and shift the world forward - reflects the government’s mission to ensure technology drives social good, economic justice, sustainability, and prosperity”, said Siddaramaiah.
“As we stand ahead of the next digital revolution driven by AI, quantum, biotech, space, and green tech, Bengaluru Tech Summit 2025 is Karnataka’s invitation to the world to co-create a future that is bold, humane, and transformative,” he said, underlining the state’s ambition to lead in global innovation.
New policies unveiled
Siddaramaiah said Karnataka’s legacy in pioneering tech-friendly governance and unveiled three major policies at the summit: Karnataka Information Technology Policy 2025-2030, SpaceTech Policy 2025-2030, and Startup Policy 2025-2030.
“The IT Policy aims to transform Karnataka into a global destination for innovation and deep tech by being data-driven and emerging technology-ready. The SpaceTech Policy is designed to position the state as India’s leading space technology hub, targeting 50 percent of the national market and 5 percent of the global market by 2034. The Startup Policy seeks to enable the creation of 25,000 startups over the next five years through strategic interventions in funding, infrastructure, talent development, market access, and social inclusion,” said Siddaramaiah.
“When global innovation finds a home in Bengaluru and Karnataka, it scales for the world,” Siddaramaiah said, stating the state’s role as a technology incubator and global innovation leader.
Investor confidence and governance
The CM said Karnataka as one of India’s top destinations for foreign direct investment, multinational partnerships, and global collaborations. He attributed this to a combination of strong engineering talent, transparent policies, robust intellectual property frameworks, and vibrant global communities.
“At the heart of our governance model is a commitment to transparency, predictability, and stability. Companies that come to Karnataka are not merely investing in a location but are partnering with a state that understands technology, respects talent, and stands firmly for long-term progress,” he said.
Call to innovators and global partners
Siddaramaiah invited innovators, researchers, entrepreneurs, investors, and students to join Karnataka in shaping the future of technology. “Let us work together to ensure that AI becomes a force for inclusion, that quantum technologies unlock new frontiers of science, that biotechnology and SpaceTech push the boundaries of human progress, and that deep tech solutions address the biggest challenges of our time,” he said.
