The idea of core inflation is to get a snapshot with reduced volatility. Therefore, it keeps out food and fuel prices, since they can change wildly. However, core-inflation calculation retains a component called ‘transport and communication' under miscellaneous, which is heavily influenced by the fuel prices. This defeats the purpose of keeping the fuel component out. Therefore, like many economists have suggested, this year's Eco Survey has decided to whittle down core-inflation further by keeping out sub-components of transport and communications, such as petrol and diesel for vehicles. This they have called refined core inflation. Together, core-inflation and refined-core inflation capture the impact of fuel prices.
