Coronavirus News Highlights: With a single-day rise of 35,342 cases, India's COVID-19 tally climbed to 3,12 93,062 on Friday, while 483 more fatalities pushed the death toll due to the viral disease to 4,19,470, according to the health ministry. The number of active cases has declined to 4,05,513, accounting for 1.3 percent of the total caseload, while the national COVID-19 recovery rate was recorded at 97.36 percent, the ministry's data updated at 8 am showed. A decline of 3,881 cases was recorded in the active COVID-19 caseload in a span of 24 hours. Also, 16,68,561 tests to detect the infection were carried out on Thursday, taking the total number of such tests conducted so far in the country to 45,29,39,545, while the daily positivity rate was recorded at 2.12 percent. It has been less than three percent for 32 consecutive days, the ministry said. The weekly positivity rate was recorded at 2.14 percent. The cumulative number of Covid vaccine doses administered so far in the country has reached 42.34 crore. India's COVID-19 tally had crossed the 20-lakh mark on August 7 last year, 30-lakh mark on August 23, 40-lakh mark on September 5 and 50-lakh mark on September 16. It went past 60 lakh on September 28 last year, 70 lakh on October 11, 80 lakh on October 29, 90 lakh on November 20 and the one-crore mark on December 19. India crossed the grim milestone of two crore Covid cases on May 4 this year and the three-crore mark on June 23.

Madhya Pradesh on Friday recorded 11 COVID-19 cases that raised its tally of infections to 7,91,732, an official from the state health department said.
The count of recoveries reached 7,81,048, while the toll stood at 10,512, as no fresh fatalities were reported, the official said, adding that the central state currently has 172 active cases.
With the addition of 73,709 swab samples tested during the day, the total number of tests conducted in the state rose to 1,38,53,243, the official said.

Some states had floated global tenders for COVID-19 vaccines in May but none of these materialised into procurement, Union Health Minister Mansukh Mandaviya informed Lok Sabha on Friday.Multiple and repeated demands were made by states and union territories to the government of India that they be allowed to procure vaccines directly and administer them as per their requirements, and such global tenders were placed by them in May 2021, Mandaviya said in a written reply."However, none of the tenders floated by any state government materialised into procurement of Covid vaccines from any vaccine manufacturers, including offshore manufacturers," he said.Later on, many states communicated to the government of India that they were facing difficulties in managing the funding and logistics of direct procurement of Covid vaccines."This in turn impacted the pace of the National COVID-19 Vaccination Program. Keeping in view the repeated requests received from states, and the experience gained, the Guidelines for National COVID Vaccination Program were reviewed and ''Revised Guidelines for Implementation of National COVID Vaccination Program'' were issued on June 8, 2021, to be effective from June 21," he said in the written reply.

Khurda district recorded the maximum number of fresh fatalities at 26, followed by Balasore (10), Sambalpur (seven), Kendrapara (six), Bargarh (five), Sundargarh (four), Balasore, Jharsuguda, Kandhamal and Rayagada (two each). One patient each succumbed to the infection in Dhenkanal, Nuapada and Subarnapur. Fifty-three other COVID-19 patients have died due to comorbidities, he said. Of the total 5,377 fatalities reported so far, Khurda district, which comprises state capital Bhubaneswar, accounted for 1,003 deaths, followed by Sundargarh (462) and Ganjam (424). Odisha now has 19,261 active cases.

Bharat Biotech on Friday said it has committed to supply over 500 million doses of its COVID-19 vaccine Covaxin to the Centre under the countrywide immunisation programme. Speaking at a virtual conference organised by the Confederation of Indian Industry, Suchitra Ella, joint Managing Director of the city-based vaccine maker, said the companys facilities in four cities - Hyderabad, Bengaluru, Pune and Ankaleshwar - are currently producing Covaxin.
"In a nutshell if I have to tell you, this is the journey of Covaxin from April 2020 until June 2021. And it is still ongoing as we continue to manufacture, taking a commitment of more than 50 crore (500 million) of doses to be submitted to the government of India for its immunisation programme," she said narrating the journey of Covaxin.
Minister of State for Health Bharati Pravin Pawar had said in Parliament on Tuesday that from January to July 16, 5.45 crore (54.5 million) doses of Covaxin by Bharat Biotech and 36.01 (360 million) crore doses of Covishield have been supplied by the Serum Institute of India to the Centre.
Suchitra Ella said the data of Phase 3 trials has been submitted to the Drug Controller General of India for its perusal and efficacy of the vaccine against many of the coronavirus variants was also tested. Covaxin demonstrated 77.8 per cent effectiveness against symptomatic COVID-19 and 65.2 per centprotection against the B.1.617.2 Delta variant, Bharat Biotech said recently, while announcing the final analysis of the jab.

There has been no delay in entering into purchase agreements with domestic Covid vaccine manufacturers and advance payments have also been made for the supply orders placed with them, the government informed Parliament on Friday. In a written reply to a question in the Lok Sabha from Congress member Rahul Gandhi and TMC's Mala Roy, Minister of State for Health Bharati Pravin Pawar said a total of 135 crore COVID-19 vaccine doses are expected to be available between August and December, and though no fixed timeline can be indicated for the completion of the vaccination drive, it is expected that all beneficiaries aged 18 years and above will be inoculated by December.
On the quantum of funds spent on the vaccination programme, she said Rs 9,725.15 crore have so far been spent on it, including for procurement of vaccines and the operational cost for vaccination. On whether the government proposes to complete the exercise of full Covid vaccination of all adults by the end of the year, Pawar said it is an ongoing and dynamic process, which is being guided by the National Expert Group on Vaccine Administration for COVID-19 (NEGVAC) on the basis of concurrent scientific evidence.
"In view of the dynamic and evolving nature of the COVID-19 pandemic, no fixed timeline at present can be indicated for the completion of the vaccination drive, however, it is expected that beneficiaries aged 18 years and above will be vaccinated by December 2021," she said.

Of India's population above the age of six, 67.6 percent have developed antibodies against COVID-19, found the Indian Council of Medical Research's (ICMR) fourth national serosurvey done between June 14 and July 6, the Lok Sabha was informed on Friday. Also, 85.2 percent of the surveyed healthcare workers had antibodies against COVID-19.
Asked whether the government is planning a nationwide Covid serosurvey to determine the prevalence of coronavirus antibodies in the community, Minister of State for Health Bharati Pravin Pawar, in a written reply, said four rounds of COVID-19 national serosurveys have been conducted by the ICMR. The fourth round of the survey covered 36,227 individuals to estimate seroprevalence among children aged 6-17 years, adults and healthcare workers. It was conducted in the same 70 districts from 20 states and a Union Territory selected during the previous three serosurveys.
"The seroprevalence estimates from the surveys has helped to track the extent of spread of infection in age groups and geographical locations (such as districts, rural/urban areas) over time as well as guide the response. The results of the serosurvey were widely disseminated to the respective state and district authorities," Pawar said in the reply.

The latest survey results suggest difficult policy decisions lie ahead for the Reserve Bank of India, which has already seen two consecutive months of inflation above the 6% upper limit of the range it tolerates.
The RBI said last week that prospects for the economy had brightened and the inflation rise would be transitory, echoing the views of most major central banks. But the fast spread of the Delta variant in some states – and it is becoming dominant around the world – has raised doubts as the country contends with a devastating wave of COVID-19.
The July 15-22 poll of 52 economists showed a third consecutive downgrade to the growth outlook for the current fiscal year 2021-22, but also the third such upgrade to the following year. About two-thirds of economists, or 23 of 36, who responded to an extra question said virus variants were the biggest risk, while only a handful cited high inflation. ”Resurgence in cases and (any) emergence of fresh variants are notable risks for the economy for the rest of the year, particularly at a time when vaccination coverage is short of achieving a critical mass,” said DBS economist Radhika Rao.

"I will also not want to indulge in politics on this issue but I want to present the facts," he said, adding that the prime minister till date has held over 20 meetings and discussions with the state governments and chief ministers.
He said some opposition-ruled states raised the issue that health is a state subject and they should be taken into confidence. "Many said Health is a state subject, states said we also need permission to buy vaccines. We said that we have no problem with this. The states said that we want to go out for tender to buy the vaccine. Modi ji said that we are ready to do whatever help is needed," the Health minister said.

In a written response submitted to the Lok Sabha, Minister of State for Health, Bharati Pravin Pawar, said the nationwide vaccination exercise is also an ongoing and dynamic process.
"It is being guided by National Expert Group on Vaccine Administration for COVID-19 (NEGVAC) on the basis of concurrent scientific evidence," Pawar said in response to a question raised by senior Congress leader Rahul Gandhi and Trinamool Congress Member of Parliament Mala Roy. The government also gave an estimate of how many vaccine doses it expects to receive over the rest of the year. "Between August 2021 to December 2021, a total of 135 crore doses of COVID-19 vaccine are expected to be available," the minister said.
Pawar added there has been no delay in entering into purchase agreements with the domestic vaccine manufacturers. "Advance payments have also been made to manufacturers for the supply orders placed with them," she said. A total of Rs 9,725.15 crore have been spent so far on the COVID-19 vaccination programme including procurement of vaccines and operational cost for vaccination, the Health Ministry informed Parliament.

Over 41 lakh extra Covid-19 vaccine doses were extracted by the states with Tamil Nadu, West Bengal and Gujarat performing the best on this count but Bihar accounts for half of the 2.5 lakh doses wasted across the country. These figures have been furnished by the government for the period between May 1 and July 13 by the Union Health Ministry. Tamil Nadu was able to extract 5.88 lakh extra doses, West Bengal could extract 4.87 lakh extra doses while Gujarat figure was at 4.62 lakh.
The maximum wastage of doses was in Bihar at 1.26 lakh doses, half of the national wastage of vaccines in the country. Each vial of the Covid-19 vaccine contains quantity enough for 10 doses but states were able to extract extra doses from a vial.
A total of Rs 9725.15 crore have been spent so far on the COVID-19 vaccination programme including procurement of vaccines (Rs 8071 crore) and operational cost for vaccination out of the total budget outlay of Rs 35,000 crore, the government said to a question posed by Congress MP Rahul Gandhi. The government has also said it has placed orders for supply of 100.6 crore doses up to December 2021. “Between August to December 2021, 135 crore doses are expected to be available,” the government said.
The government replied to Rahul Gandhi that it was expected that beneficiaries aged 18 years and above will be vaccinated by December 2021 but said no fixed timeline at present can be indicated for the completion of vaccination drive given the dynamic and evolving nature of the pandemic. “There has been no delay in entering into purchase agreements with the domestic vaccine manufacturers. Out of the orders for 100.6 crore doses for Covid-19 vaccines, orders for 64.1 crore vaccines have been placed for Covishield and 36.5 crore for Covaxin. “A total of 3.84 crore doses of Covaxin from Order dated 5th May 2021 are still being delivered,” the government said, saying as on July 20, 2021, a total of 42.52 crore doses of Covishield and Covaxin have been supplied for the COVID-19 vaccination drive in India.

It reported 1,096 locally transmitted cases in the last 28 days, of which 484, or 44%, were fully vaccinated people, while 30% were partially vaccinated and the remaining 25% were unvaccinated. There were only seven severe cases requiring oxygen support and six of them were unvaccinated and one was partially vaccinated, the health ministry said.
"There is continuing evidence that vaccination helps to prevent serious disease when one gets infected," the ministry said, adding all of the fully vaccinated and infected people showed no symptoms or mild symptoms. Experts said infections reported by vaccinated people do not mean vaccines are ineffective. "As more and more people are vaccinated in Singapore, we will see more infections happening amongst vaccinated people," Teo Yik Ying, dean of the Saw Swee Hock School of Public Health at the National University of Singapore (NUS).

Several markets in the Tilak Nagar area have been closed by the sub-divisional magistrate till July 27 following violations of Covid protocols, officials said on Friday. Jitender Singh, the sub-divisional magistrate of Patel Nagar, on Thursday ordered the closure of Tilak Nagar markets comprising Mall road, main market, Mangal Bazar road, old market and fruit market area following reports of shopkeepers and customers not following Covid-appropriate behaviour.
''It was reported that general public/shopkeepers of the market are not adhering to health protocol which may accelerate the Covid positivity rate in multiple ways and the market may be the hotspot in future for spreading COVID-19,'' the order said. It also noted that an additional report was received from the SHO of Tilak Nagar that a physical inspection on July 22 revealed that the ''DDMA guidelines/covid protocol was not followed in Tilak Nagar markets'', and it was recommended that the markets be closed ''for at least three to five days to avoid the spread of the virus again''.
The markets have been ordered to remain shut with effect from July 23 to July 27, in ''overall imminent public interest''. Delhi was under a complete lockdown from April 19 to May 30 in view of the second wave of the pandemic. Phased unlock of the city started as the COVID-19 situation improved. Markets were allowed to reopen on June 7. However, repeated incidents of Covid protocol violation have led to temporary closing down of several market areas across the city, including those in Laxmi Nagar, Lajpat Nagar, Janpath, Kamla Nagar and Sarojini Nagar.

Medics and funeral services say the real toll is far higher, and the outbreak has also been linked to scores of new cases in China's Yunnan province that borders Myanmar. "Currently, the numbers of newly infected patients are increasing at the Chinese-Myanmar border," China's ambassador in Myanmar Chen Hai said on the embassy's Facebook page, noting pressure on authorities to contain infections in Yunnan.
The ambassador said he believed the countries would be able to cooperate effectively on prevention and control of the virus on the border. The current outbreak in Yunnan started on July 4, and has been concentrated in Ruili and Longchuan, two cities on China's border with Myanmar. The outbreak marks the second cluster of infections in China involving the highly contagious Delta strain, following an outbreak in southern Guangdong province through May and June.
Yunnan vice-governor Zong Guoying promised this week to establish a "fortress of iron" to stop further transmissions as he visited Ruili. Puducherry reported 98 fresh coronavirus cases during the last 24 hours taking the overall tally to 1,20,101, a senior Health Department official said on Friday. The union territory logged less than 100 cases for a second straight day. It had seen the number of new infections dip below the 100 mark on Monday and Tuesday before 112 were added on Wednesday. Puducherry recorded 69 of the new cases followed by Mahe (13), Karaikal (12) and Yanam (4).
Director of the Department of Health S Mohan Kumar said the new cases were identified at the end of the examination of 6,255 samples. He said the active cases stood at 918 with 152 undergoing treatment in hospitals and 766 in home isolation. The Director said 132 patients recovered and were discharged in the last 24 hours and the total recoveries rose to 1,17,397. He said 14,54,997 samples have been examined so far and it was found that 12,43,054 of them turned out to be negative.
The Health department Director said three more people (two men and one woman) succumbed to the virus during the last 24 hours as the toll went up to 1,786. The deceased were in the age group ranging between 55 years and 84 years. He said the test positivity rate was 1.57 per cent while the fatality and recovery rates were 1.49 per cent and 97.75 per cent respectively. The Department has so far vaccinated 37,724 healthcare workers and 22,953 frontline workers.
As many as 4.65 lakh people coming under the category of either senior citizens or those above 45 years with comorbidities have been vaccinated against the pandemic. In all, 6.59 lakh people have been vaccinated so far and it included those who received the second dose, he said.

Lin Yu-huei, head of recycling at Taipei’s Department of Environmental Protection, said the amount of discarded take-out containers in the capital Taipei between January and May increased by 85 percent compared to the same period last year. In May alone, Taipei produced 10.79 tonnes of recyclable waste versus 7.05 tonnes a year earlier, the environmental protection department reported. Much of that is single-use tableware, both paper and plastic, and that concerns environmentalists.
“We can’t go back to using single-use tableware every time there is an epidemic outbreak,” said Tang An, a campaigner at Greenpeace Taiwan. “This would mean that all the past efforts at decreasing plastic waste would have been for nothing.” New Taipei, the municipality surrounding the capital, had a 50 percent jump in recyclable waste in May versus a year ago, said Tang. While single-use table ware and plastic items are banned in mall food courts and supermarkets, most small restaurants and beverage shops, who are also the biggest source of single-use plastic, are exempt from the policy.
Those are also the businesses who have seen the biggest increase in delivery orders. Chef Pan Yen-ming at Taipei’s An-Nyeong Korean restaurant said he spent about T$20,000 ($713.75) on single-use tableware just in June, increasing his raw materials costs by up to 14 percent. “I have to confess that I choose to close my eyes to this, I have to forward the social responsibility for this to others, pretending that I don’t know,” he said. “If you don’t package the food in a beautiful way, no one will pay attention to you.”
