Coronavirus News Highlights: India is witnessing a second wave of COVID-19 pandemic. So far, the country has recorded over 2.46 crore confirmed COVID-19 cases, including 2,70,284 deaths. A total of 14,483 patients were discharged during the day, taking the count of recoveries so far in Gujarat to 6,38,590, it said, adding the state's case recovery rate has improved to 84.85 percent.

Around 150 Oxygen Express trains have completed their journey so far and brought relief to various states, it added.
Twelve Oxygen Express trains were on the run with more than 970 tonnes of LMO in 55 tankers, it said.

The Union health ministry on Sunday said 11,058 oxygen concentrators, 13,496 oxygen cylinders, 19 oxygen generation plants and about 5.3 lakh Remdesivir vials received as global aid have been delivered to various states/UTs from April 27 to May 15.India has been receiving international donations and aid of COVID-19 relief medical supplies and equipment since April 27 from different countries and organisations to augment its efforts to combat the pandemic outbreak.The Centre is expeditiously delivering the global aid to the states and Union territories (UTs) to supplement their resources and efforts, the ministry said.“Cumulatively, 11,058 oxygen concentrators, 13,496 oxygen cylinders, 19 oxygen generation plants, 7,365 ventilators/Bi PAP, about 5.3 lakh Remdesivir vials have been delivered/dispatched through road and air, from April 27 to May 15.“Major consignments received on 14th-15th May 2021 from Kazakhstan, Japan, Switzerland, Ontario (Canada), USA, Egypt and British Oxygen Co (UK) include oxygen concentrators (100), ventilators/BiPAP/CPAP (500), oxygen cylinders (300), Remdesivir (40,000) besides masks and protective suits,” the ministry said.

A week after the implementation of a complete lockdown, the COVID-19 cases in Kerala started showing a downward trend with the state on Sunday reporting 29,704 fresh cases, taking the total caseload to 21,17,912. The slight dip in new cases was detected through 1,15,982 tests carried out in the last 24 hours. The test positivity rate was 25.61 per cent. This is the lowest since May 12 when the state had recorded 43,529 new COVID-19 cases. With 89 more people succumbing to the disease, the toll reached 6428. Currently, 4,40,652 people are under treatment in the state. Giving a sigh of relief to the health workers, 34,296 people were cured of the infection in the last 24 hours taking the total recoveries to 17,00,528. Of the positive cases, 218 people had come from outside the state and 27,451 were infected through contact. Malappuram reported 4424 cases today, the highest. Ernakulam accounted for 3154 cases, Palakkad 3145, Thrissur 3056 and Thiruvananthapuram 2818. At least 10,43,876 people are under quarantine in various districts.

The Union health ministry on Sunday clarified that already booked online appointments for second dose of Covishield vaccine will remain valid and the same will not be cancelled on Co-WIN platform.It, however, said requisite changes have now been done in the Co-WIN digital portal, as a result of which further online or on-site appointments will not be possible if the period after first dose date for a beneficiary is less than 84 days.The Centre had on May 13 extended the gap between the first and second doses of Covishield vaccine to 12-16 weeks based on the recommendations by the COVID Working Group chaired by N K Arora.“The Government of India has communicated this change to states and UTs. The Co-WIN digital portal has also been reconfigured to reflect this extension of interval for two doses of Covishield, manufactured by Serum Institute of India (SII) to 12-16 weeks,” the ministry said."However, there have been reports in a section of the media suggesting that people who had pre-booked their appointments for the second dose in less than 84 days on Co-WIN are being turned back from vaccination centres without getting the second dose of Covishield,” it said."Additionally, already booked online appointments for second dose of Covishield will remain valid and are not being cancelled by Co-WIN. Further, the beneficiaries are advised to reschedule their appointments for a later date beyond the 84th day from the date of first dose of vaccination," the ministry added. (PTI)

About 6,650 metric tonne (MT) oxygen is being supplied by steel plants and oil refineries to healthcare centres across the country for the treatment of COVID-19 patients, Union minister Dharmendra Pradhan said on Sunday. In a series of tweets, Pradhan, who handles the portfolios of petroleum and natural gas, and steel, said the domestic steel and petroleum industries are making every effort to help India combat the second wave of the COVID-19 pandemic. Both public and private sector steel plants have ramped up daily production capacities, including through diverting liquid nitrogen and argon production capacity towards production of additional quantities of LMO, he said. "Steel plants and oil refineries are playing a crucial role in strengthening India''s fight against #Covid19 by producing and supplying approx. 6,650 MT of medical oxygen out of the daily allocation of 10,000 MT in the country," the minister tweeted. Pradhan said that steel makers, including SAIL, RINL, Tata Steel Ltd, AMNS India, JSPL, have ramped up LMO supplies to over 4,473 MT/day from 538 MT/day as on April 1, 2021.

Chief Minister Arvind Kejriwal on Sunday said the Delhi government will take all necessary steps and precautions to check cases of black fungus or mucormycosis in the city.The fungal infection is caused by a group of moulds known as mucormycetes present naturally in the environment.Recently, several states, including Delhi, have reported a rise in the number of black fungus cases among people recovering from COVID-19."For the black fungus (cases), the Delhi government will take all the steps and precautions necessary," Kejriwal said in a statement.In an advisory released on May 9, the Centre had said that mucormycosis may turn fatal if it is not taken care of. The fungal infection mainly affects people who are on medication that reduces their ability to fight environmental pathogens.Dr Ajay Swaroop, chairman of the ENT department at Sir Ganga Ram Hospital here, said the use of steroids in the treatment of COVID-19 coupled with the fact that many coronavirus patients have diabetes could be one of the reasons for the rise in the number of black fungus cases again.He said the infection is commonly seen in patients who have recovered from COVID-19 but have comorbidities such as diabetes, kidney or heart failure, or cancer.

The Goa government on Sunday issued an order requisitioning the premises of the private hospitals in the state for providing treatment to COVID-19 patients under the Disaster Management Act.The order stated COVID-19 patients will be admitted in 50 per cent of the total beds in these hospitals as per the directions of designated officers of the government and the payment for the treatment of DDSSY (state-run insurance scheme) beneficiaries will be made by the government.This order, applicable for one month, was issued by State Executive Committee secretary Sanjay Kumar under section 65 of the Disaster Management Act, 2005.Citing violation of norms, Goa Chief Minister Pramod Sawant on Saturday said the state government will take over the rights to admission in all the 21 private hospitals in the state treating COVID-19 patients from May 17.He had said the move will ease the load on facilities like the Goa Medical College and Hospital (GMCH).The order mentions that in a bid to provide sufficient beds for the treatment of COVID-19 patients, the private hospitals were earlier directed to reserve a certain share of their total bed capacity for the treatment of such patients."The information has been received that private hospitals are either not admitting COVID-19 patients as per the earlier order issued for the reservation of beds or charging exorbitant fees for treatment of COVID patients, and denying treatment to the DDSSY beneficiaries," it stated.

Vedanta Ltd owned Sterlite Copper plant has roped in experts from ISRO to help rectify the technical glitch developed in the cold box of its oxygen plant, leading to a suspension in production of the life- saving gas. The company formally commenced production of medical oxygen on Thursday and the very next day, the facility in Tuticorin, about 600kms from here, suffered a jolt in operations after developing a ''technical snag''. In a statement shared on the micro-blogging site on Sunday, Sterlite Copper said, "efforts to resume production at our oxygen plant are progressing". "Today, an expert team from the Indian Space Research Organisation arrived at the premises to support our ongoing efforts and collaborate with our technical team." The expert team has suggested some measures to fix the snag and resume production of oxygen. "This has helped fastrack the repair process for which we are thankful to the local administration, which was instrumental in facilitating this cooperative effort to recommence our oxygen production," Vedanta said. The facility, on May 13, began producing medical oxygen to meet the demand for the life-saving gas following a surge in COVID cases in the state. The first set of oxygen tankers have been dispatched to the beneficiaries. The Sterlite copper smelter plant was accorded approval by the then AIADMK government on April 26 at an all-party meeting to produce medical oxygen at its facility for a period of four months at the facility in Tuticorin. The unit was sealed by the state government in May 2018, days after 13 agitators who were part of a protest against the company over environmental concerns, were killed in police firing during a violent anti-Sterlite stir in the southern district. The supply and distribution of essential commodities by wholesale distributors would be allowed between 5 am to 9 am and their movement would be allowed on the production of a valid trade license or registration certificate, the order stated.All government employees, staff of public sector undertakings, autonomous bodies, universities and other such offices would be allowed to commute to and from their workplace on the production of a valid identity card and duty roster issued by the concerned heads of departments.The order stated that developmental activities and construction work would be allowed only when the labourers are present at the site and adequate facilities for their stay are available at the worksite.Similarly, agricultural activities would be allowed with strict observance of COVID-19 related standard operating procedure (SOP), it said.In a separate order, Kargil District Magistrate Santosh Sukhadeve said a detailed review of the current COVID situation was conducted by the District Disaster Management Authority. It was of the considered view that stringent containment measures are required at a macro level in order to restrict the movement and intermingling of people.The restrictions would be extended till 7 am on May 24 and there would be no curbs on activities that are already allowed, he said.

The Health Ministry on May 16 issued detailed guidelines on COVID-19 containment and management in peri-urban, rural and tribal areas. The ministry has suggested surveillance, screening, home and community-based isolation and boosting health infrastructure for managing COVID at the rural level. These guidelines come a day after Prime Minister Narendra Modi chaired a high-level meeting on the COVID-19 situation and directed government officials to make a distribution plan for oxygen supply to rural areas and scale up health infrastructure to manage the disease burden in those regions.

Haryana Chief Minister Manohar Lal Khattar inaugurated a 500-bedded COVID-19care centre, Guru Teg Bahadur Sanjeevani Hospital in Panipat.
Union Minister of PetroleumDharmendraPradhanwas also present during the occasion.Indian Oil Corp Ltd is supplying 15MT of gaseous Oxygen to theGTBSanjeevaniHospital through a steel pipeline connected to the MEG plant ofPanipatrefinery free of cost. Each of the 500 bed at the temporary facility will be connected to the Oxygen supply:DharmendraPradhan.ndianOil Corp Ltd is also providing 50 rooms in nearby hotels to doctors engaged at theCovidcarecentreinPanipatfor 6 months. This facility will bolster emergency care for COVID-19patients fromPanipat,Sonipat,Karnal, and other regions ofHaryana.Panipatrefinery is currently producing 280 MT medical oxygen which was earlier 200MT.Panipatrefinery is supplying oxygen to various states. We have imported 200 cryogenic tankers. India is importing 13,000 MT oxygen from the countries likeUAE, Oman.

More than 1.84 crore COVID-19 vaccine doses are still available with states andUTs,while nearly 51 lakh doses are in the pipeline and will be received by them within the next three days, the Union Health Ministry said on Sunday.The Centre hasso far provided more than 20 crore vaccine doses(20,28,09,250) to states andUTsfree of cost, it said.Of this, the total consumption, calculated based on average up toMay 14, including wastages, is 18,43,67,772 doses, according to data available at 7 pm on Saturday."More than 1.84 croreCOVIDvaccine doses (1,84,41,478) are still available with the states andUTsto be administered. States with negative balance are showing more consumption (including wastage) than vaccine supplied as they have not reconciled the vaccine they have supplied to Armed Forces," the ministry said.
It said 50,95,640 vaccine doses are in the pipeline and will be received by states andUTswithin the next three days.Vaccination forms an integral component of the comprehensive strategy of Government of India of containment and management of the pandemic (including Test, Track, Treat andCOVIDAppropriateBehaviour).The Centre has been supporting the nationwide vaccination drive by providingCOVIDvaccines free of cost to states andUTs, in addition to several efforts to ramp up its production and supply, the ministry stated.Implementation of the Liberalized and Accelerated Phase 3 Strategy of COVID-19 Vaccination has started from May 1 as part of which the government has opened up inoculation for all aged above 18.
Under the Strategy, every month 50 per cent of the total Central Drugs Laboratory (CDL) cleared vaccine doses of any manufacturer would be procured by the Centre. It would continue to make these doses available to state governments free of cost as was being done earlier.
