Only one person managed to survive the plane crash, the Nepal Civil Aviation Authority said in a statement.
"Only the captain was rescued alive and is receiving treatment at a hospital," said Tej Bahadur Poudyal, the spokesman for Kathmandu's Tribhuvan International Airport.
All 19 people aboard the plane were employees of the carrier, according to police.
Several videos and images circulating on social media shows a thick smoke billowing from the aircraft which is engulfed in fire after the crash.
The crash took place around 11am on Wednesday.
The plane was headed for Pokhara for technical maintenance, an information officer told CNN.
Nepal, with table top runways and mountainous terrain, has witnessed several air tragedies over the years.
The latest tragedy once again turned the spotlight on the dangers of air travel in the Himalayan nation.
Last year, Nepal saw its worst plane crash in more than 30 years when at least 68 people died when a Yeti Airlines flight went down near Pokhara.
