The GST (Goods and Services Tax) bill may not be passed in the Winter Session, but the GST Council is still shooting for the April 1 deadline to implement the new indirect tax reform, says Haseeb Drabu, Finance Minister of Jammu and Kashmir.Cross empowerment is a major issue at this point, he says.
