Schemes didn't achieve targets in 11th Plan: Minister

High inflation, negative growth in agriculture, global slowdown and fluctuations in international oil prices led to shortfall in achievement of targets in government's centrally sponsored schemes during the 11th Plan, Parliament was informed today.

High inflation, negative growth in agriculture, global slowdown and fluctuations in international oil prices led to shortfall in achievement of targets in government's centrally sponsored schemes during the 11th Plan, Parliament was informed today.

During the plan period (2007-12), agriculture, forestry and fishing realised 3.3 per cent against the target of 4 percent, industry sector 6.6 per cent against targeted 10-11 percent, services achieved 9.8 per cent against the target of 9-11 per cent, Minister of State for Parliamentary Affairs and Planning Rajeev Shukla said in the Lok Sabha.

"The shortfall in achievement of targets can be attributed to both internal and external factors viz global slowdown, fluctuations in international oil prices, strong inflationary pressures and negative growth in agriculture due to drought like situation," Shukla said in a written reply.

He added measures such as increase in rate of investment, particularly infrastructure sector, availability of skilled manpower, improving implementation mechanism by enhancing institutional capabilities of pillars of governance have been proposed in the 12th Five Year Plan (2012-17) to achieve the target.

Accelerated Irrigation Benefit Programme, Indira Awas Yojana, Mahatma Gandhi National Rural Employment Guarantee Act, National Social Assistance Programme, Pradhan Mantri Gram Sadak Yojana, National Rural Drinking Water Mission, Integrated Child Development Services, and Jawaharlal Nehru National Urban Renewal Mission are among the flagship centrally sponsored and central sector schemes in the 11th Plan.

Others are Rajiv Gandhi Grameen Vidyutikaran Yojana, Rashtriya Krishi Vikas Yojana, Mid Day Meal, Sarva Siksha Abhiyan, National Rural Health Mission, Total Sanitation Campaign, National Horticulture Mission and Backward Regions Grand Fund.

In a reply to separate question, he said the Planning Commission had formed a committee headed by its member B K Chaturvedi to look into the issues of restructuring of centrally sponsored schemes to enhance flexibility, scale and efficiency.

"A note seeking the approval of the cabinet on the recommendations of the committee is being submitted," he added.
