Kohima, Feb 11 (PTI) Stung by the gangrape of a Naga woman by five suspected migrants, a meeting of citizens at Dimapur has come up with a set of resolutions to press for demand of enforcemnent of inner line permits (ILP) in and around the commercial hub to check the problem of influx. Four migrant labouers were arrested in connection with the rape of the 23-year old after allegedly assaulting his accompanying husband on Monday at Burma Camp, Dimapur, triggering an outcry for past couple of days. At a meeting organized by Naga Council Dimapur, representatives from various civil society organizations, tribal hohos (councils), students and women bodies deliberated on areas where the ILP regulation is not applicable. The meeting, which continued for nearly five hours, in a resolution demanded that like in hilly parts of Nagaland, the authorities should enforce the ILP system in and around Dimapur to check inflow of illegal migrants. It was resolved that the ILP system should be enforced by installing the 'Border Passport Control Units or ILP Units' at the earliest possible time at various entry points, such as Dimapur railway station, Nagaland gate (Golaghat road), Nagaland gate (Dillai) and anywhere deemed required. In another resolution the meeting decided that a monitoring organisation manned by civil societies would be set up in the town to coordinate with the law enforcing agencies and a penalty of at least Rs 20 lakh would be slapped on the local community or the authority that vouched for an immigrant accused of crime. The Nagaland State Commission for Women (NSCW) today insisted that the cases of crime and violence against women be disposed off at the earliest by fast track courts, because Â"justice delayed is justice denied.Â" The commission urged the state government to come out with a clearcut and comprehensive policy to stem the flow of illegal immigrants into Nagaland.
