Grant-in-aid included in AC bills in CAG report: Modi

Patna, Apr 4 (PTI) Under fire from opposition over the CAG report, Bihar Deputy Chief Minister Sushil Kumar Modi today said the state government had submitted Detailed Contingent (DC) bills for Rs 15879 crore in Bihar. The CAG report for the period ended on March 31, 2011 highlighted non-submission of DC bills for over Rs 22,000 crore withdrawn through Abstract Contingent (AC) bills. Reacting to the report, Modi who holds the finance portfolio, said the state government had already submitted the DC bills for Rs 15,879 crore. He said the report mentioned about an amount of Rs 7015.37 crore withdrawn through AC bills but actual AC bill was of Rs 2982.65 crore and rest of Rs 4033.72 crore was related to grants in aid. He said the CAG had included the grants in aid in AC bills for which there was no provision for furnishing DC bill as only utilization certificate are required. The state government had drawn the attention of AG office on the matter twice and despite this it was shown as AC bills in the report, the deputy chief minister said. Modi said officials were asked to hold a meeting with top AG officials to find a solution to the problems relating to preparations of DC bills for the decentralised schemes. Similarly, there was no necessity for DC bills for chief minister cycle scheme, chief minister uniform scheme and social security scheme for which a huge amount was being made available, he said. Modi said a team had been sent to Gujarat, Karnataka and Maharashtra to study the process adopted there for AC/DC bills and utilisation certificates and "we have taken steps on the basis of its report."
