New Delhi, Dec 17 (PTI) Expressing disagreement with Team Anna's demand for the right to recall, Chief Election Commissioner S Y Quraishi today said such a move will increase "political instability" in the country. He also said the schedule for next year's Assembly elections in five states would be issued soon. Addressing a seminar 'challenges before administration', the CEC said that at the panchayat level, there is already a provision for recalling the elected representatives but that is used by some people for their vested interests. If such a provision was brought at the national level to recall MPs and MLAs, this will "increase political instability in the country", he said. He said such a law was feasible in countries such as Switzerland where the population was less than that of areas such as Karol Bagh here. Quraishi said to recall any political representative, people will have to muster more votes than what he had secured in polls and even verifying the signatures of such a large number of people would also be difficult. He said the system to reject candidates during elections was more practical than the right to recall. On the state elections, Quraishi said, "We will discuss the availability of troops with the Home Ministry. In next few days, the situation would be more clear." On Samajwadi Party's request to hold the elections in UP in February-March next year, he said the decision in this regard will be taken only after consulting all political parties. He also expressed hope that the Bill pertaining to the electoral reforms could be tabled before the Parliament in next session.
