Jaitley gifts copy of Salisbury Doctrine to Ansari

Finance Minister Arun Jaitley had recently gifted Vice President Hamid Ansari a copy of the Salisbury Doctrine dealing with the role of the upper house and in return got a rare picture of bowler Dennis Lillee.

Finance Minister Arun Jaitley had recently gifted Vice President Hamid Ansari a copy of the Salisbury Doctrine dealing with the role of the upper house and in return got a rare picture of bowler Dennis Lillee.

Referring to the interest Rajya Sabha Chairman has in reading books, Jaitley, the leader of the House in the Rajya Sabha, said: "two-three weeks ago, something which provoked some of my colleagues, I sent you a copy of how the Salisbury doctrine in England was developed with regard to the role of the upper house, somewhat a controversial subject."

The Salisbury Doctrine is a constitutional convention in the United Kingdom under which the House of Lords will not oppose the second or third reading of any government legislation promised in its election manifesto.

Last year, the Finance Minister had said that it is a serious question in a parliamentary democracy wherein the wisdom of a directly elected house is questioned repeatedly by the indirectly elected house.

He had then said that "I can understand in a bicameral house, once in a while an indirectly elected house questioning the wisdom of a directly elected house. This can happen once in a while, but it can’t happen bill after bill, session after session. It’s a serious question in a parliamentary democracy wherein bill after bill, the wisdom of a directly elected house is questioned by the indirectly elected house..."

He said sometimes much later, he received a xeroxed copy from the vice President on the whole controversy of bodyline bowling.

"And the latest gift I received from you was a photo of Dennis Lillee," he said. The photo shows that when he bowled there were 9 slip fielders. "It is a rare photo worth preserving...it shows the width of interests you have," he said.

He was speaking at a farewell function organised for Ansari who demits office today.
