The implementation of goods and services tax may miss the April 1 deadline by a few months, Finance Minister Pranab Mukherjee said. "By and large, we have been able to arrive at a consensus on some issues on GST. But at the same time there are some necessary measures, including constitutional amendment and that has its own pace. But I am trying to stick to the time period. But I cannot say if it will come in the winter session or budget session of Parliament," Mukherjee said at Hindustan Times Leadership Summit.
Implementation of GST will require constitutional amendments, as states will be given the right to levy tax on services. The new tax will subsume most taxes and levies on goods and services. While this is seen benefiting states which are high on consumption, it is feared that the tax will hit those with a large manufacturing base. Mukherjee said he will be meeting the empowered group of state finance ministers on November 10 to take the process forward.
