Here is a verbatim transcript of Vivian Fernandes's comments on CNBC-TV18. Also watch the accompanying video.
Unlike the accident that happened in October 2008 in Delhi where two people were killed, this time negligence is not suspected, it could be one of the reasons but it is not the main reason. The government suspects a design flaw, which is why the four member committee headed by the Head of the Civil Engineering Department of IIT, Delhi will probe first of all whether Gammon India had actually adhered to the design of that were given to it, secondly, whether was design flaw and thirdly whether inferior material had been used.
Let us not forget that - the cantilever and pier are the longest stretch of reinforced concrete ever executed by Delhi Metro so far in terms of length and curvature, so this high-powered committee will examine whether there was a design flaw and give the report in ten-days.
The Urban Development Ministry is also thinking of creating a separate division under the Chief Commissioner for Railway Safety who will be concerned with the safety of metros and also a national legislation is being contemplated because metros in the country are not all executed under one law.
