The Department of Telecom has revised eligibility conditions for 2G spectrum bids. According to the new order, existing GSM companies can bid for CDMA spectrum and vice versa. This will be applicable for both 1800 as well as 800 MHz spectrums.
CNBC-TV18 learns, new telecom companies as well as those whose licenses have been cancelled by the Supreme Court will be allowed to participate in the auction. Sources say, the companies have sought ECB refinance for bridge funding and for spectrum fees. They have also sought relaxation in ECB cap via auto route. However, there is still no clarity on ECB funding for 2G bid fees. Besides, companies whose licenses stand quashed have requested for spectrum as well as renewal of license within one week of the auction. But, the DoT is willing to approve it within 40 days of the auction. DoT has clarified that there will be no adjustment of cancelled entry fee with bid dues. There will also be no provision for re-auctioning if bids are lower than the reserve price. Meanwhile, the new entrants are likely to get 5 MHz of contiguous spectrum.
