DoT releases norms for 2G spectrum auction

The Department of Telecom today released norms for the auction of 2G spectrum post the Supreme Court’s February order cancelling 122 2G licenses.

Even as it extended the deadline for bids from auctioneers for conducting the spectrum auction, the Department of Telecom today released bare-skeleton guidelines for the 2G spectrum auction.


These guidelines spell out some details, but leave the crucial bit on the reserve price for later.


The telecom regulator has said that multiple rounds of the e-auction will be simultaneously, but that there will be separate payment terms for the auction. It also said that separate service norms will apply for the auctioned spectrum.


Effectively, the DoT has made it clear that it will put up 13.75 MHz of 1800 MHz band spectrum up for auction and that existing operators will not be able to bid for more than 2.5 MHz in the auction.


According to analysts, delays in making decisions with regards to the auction process will hurt the sector, and they doubt whether the Supreme Court’s deadline of August 31 for completing the auction will be met.
