When people start to read the fine print they will understand the catch that the voice free calls are not actually free but will consume data just like VOIP, this is VoLTE, that is voice over data...... By next week Idea, Airtel stock will come back to their correct value....

No my question is far simpler than the answer you gave. My question is if the new policy were approved before the auction. Which has in a way given a go to RIL for VOIP or other such technologies, would that have not drawn more bidders and/or higher bids.
