You have read his statement wrong. He didn`t say borrowers shifting from gold loan sector to organized sector! He said borrowers shifting from unorganized gold loan sector to ORGANIZED gold loan sector! This statement was mentioned by VP Nandakumar on his interview on the impact of demonitization

Demonetization can help in a shift from unorganized gold loan sector to organised one. Liquidity pull back by RBI may renew the gold loan segment.

Low promoter holding doesn`t matter. Muthoot is a market leader in Gold Loan sector & market leader always trade at premium to its peers. You can check any other industry. e.g. TCS is now market leader in IT sector & it is trading at 25% premium to Infosys.
