Sugar mills paid nearly Rs 41,000 crore to sugarcane farmers till June 15 of the 2010-11 marketing year, ending this month, while dues of Rs 1,656 crore were outstanding, Parliament was informed today.

The Lok Sabha has passed a bill on sugarcane pricing today. The ministry says that fair and remunerative price (FRP) will benefit the farmers. They also say that the cane farming or the cane prices should include the harvest and transport cost.

The sugarcane pricing controversy has seen some resolution with the centre restoring the cane pricing power of the states. The government has said that SAP or the state administered price will prevail. Clause 3(B) which asked state governments to pay the difference between SAP and FRP is likely to be done away with.

The government plans to end the logjam on sugar pricing by scrapping clause 3(B) of the Sugarcane Control Order, 1966, which makes it mandatory for the state governments to bear the difference between the fair and remunerative price (FRP) and the State Advisory Price (SAP).
