Outlays have a tendency to not get used because implementation is lackadaisical and the necessary speed and buy-ins from various stakeholders are missing before outlays are announced. Finance ministers can well throw up their hands and point out that they money is there, but someone didn't use it. But this is a copout.

One cannot be sure the final budget numbers will all add up, for Jaitley has taken a gamble: he has gambled that he will boost growth to reduce his fiscal deficit, and not immediately cut expenditures it to bring finances in order. In this way he has done the opposite of what Chidambaram did.

Midway through the Budget speech, the FM said fiscal deficit for the year would be set at 4.5 percent, even though he had earlier said the deficit would be contained at 4.1 percent.

Finance Minister Arun Jaitley earmarked Rs 2.51 lakh crore as total payments towards subsidies in the Union Budget presented today. This compares to a figure of Rs 2.45 lakh crore handed out as subsidies in FY14 and an earlier projected figure of Rs 2.46 lakh crore for FY15 by erstwhile FM P Chidambaram during the Interim Budget in February.

The individual subsidy bill for each of the three items will stand at Rs 1.15 lakh crore (food), Rs 63,427 crore (petroleum) and Rs '72,970 crore (fertilizer), Jaitley said during the Budget, compared to Rs 92,000 crore, Rs 85,480 crore and Rs 67,971 crore, respectively, during FY15.
