The state owned, Bharat Sanchar Nigam Ltd. (BSNL) has floated a tender for 93 million GSM lines valued Rs 40,000 crore, in what can be called the world’s biggest order for GSM lines. Out of these, about 21 million lines are to be earmarked for third generation (3G) services.



BSNL has reportedly circulated the tender details to global network majors, including Ericsson, Nokia Siemens, Motorola, Nortel, Alcatel Lucent, Huawei and ZTE. The last day for the submission of the bid is stated as July 16.



In order to instill more competition, BSNL has divided the contract into three parts of 25 million each for the North, South and West Zones and 18 million for the East Zone. The contract condition also says that a lone company cannot walk away with more than two zones.



The tender has been further divided into four components, 2G lines, 3G lines, infrastructure and operating and business support systems (OSS & BSS). The tender specifies that companies can bid individually for any of the four components, or a single company can also bid for all the components.



According to the tender, infrastructure companies or standalone tower companies can bid only for infrastructure portion. And similarly, IT companies can bid for providing the operational support systems and the business support systems.

The BSNL contract is equivalent to around 40% of the country’s current mobile subscriber base, which had crossed the 260 million mark in March 2008.
