Sources tell CNBC-TV18 the government is not in the mood for a "flashy Budget". That means no more subsidies a.k.a government handouts. The FM may focus on schemes for women and youth. He may announce an all womens bank. Sources say youth-oriented schemes may get a push.

In 2011, a 1 percent interest rate subsidy was provided for loans towards affordable housing. The scope of this subsidy should be amplified and broadened to include a wider price band of budget housing to benefit home buyers, especially in lower income groups.
